Professor Orhan Çelik earned his Bachelor’s degree in Economics from the Faculty of Political Science at Ankara University in 1994. He later completed both his Master’s and Ph.D. degrees at the same institution.

At Ankara University, he served as a Research Assistant (2001–2002), Assistant Professor (2002–2007), and Associate Professor (2007–2013). As part of his doctoral studies, he was awarded a scholarship to serve as a Visiting Scholar at the Weatherhead School of Management, Case Western Reserve University (Cleveland, Ohio, USA). In 2007, he conducted post-doctoral research on brand valuation at the Max Planck Institute for Intellectual Property, Competition and Tax Law in Munich, Germany.

 

Professor Çelik also held key roles in national accounting and auditing standard-setting bodies. He worked at the Turkish Accounting and Auditing Standards Board from 1999 to 2001, served as a Board Member of the Turkish Accounting Standards Board between 2008 and 2011, and was appointed Chairman of the Board in 2010.

 

 

From 2011 to 2013, he served as a Board Member of the Public Oversight, Accounting, and Auditing Standards Authority.

Dean's Message

Prof. Orhan ÇELİK (İkt'94)

 

As one of the oldest educational institutions in Türkiye, the Faculty of Political Science of Ankara University—known traditionally as Mülkiye—has been serving our nation since 1859.

The founding and evolution of Mülkiye are deeply intertwined with the modernization and westernization movements that have shaped our country over the past two centuries. With the onset of social reforms in the Ottoman Empire, the need for a modern administrative approach, capable of supporting these reforms and enhancing the effectiveness of political and administrative institutions, became clear. This need led Sultan Abdülmecid to establish Mülkiye in 1859 in Istanbul as a professional school to train high-caliber administrators.

Initially operating under the name Mekteb-i Mülkiye-i Şahane and affiliated with the Ministry of the Interior, the institution’s name was changed to Mekteb-i Mülkiye in 1918 and later affiliated with the Ministry of Education. Following the establishment of the Republic of Türkiye, at the direction of Gazi Mustafa Kemal Atatürk, the school was relocated to Ankara in the 1936–1937 academic year and renamed the School of Political Science. On March 23, 1950, it became part of Ankara University under Law No. 5627, adopting its current name, the Faculty of Political Science, Ankara University.

Today’s students of Mülkiye are no different in spirit from those who arrived in Ankara on that memorable afternoon of November 6, 1936. Their hearts beat with the same passion—to serve their country.

What has remained unchanged throughout Mülkiye’s long and honorable history is its enduring spirit of dedication to the state and the nation. This sense of duty and service continues to inspire generation after generation, forming the foundation of the strength and success of Mülkiye graduates who serve in public and private life.

Gazi Mustafa Kemal Atatürk expressed this spirit of service and patriotism in his 1935 address to the Mülkiye community:

“I immediately recognized that those who shout their heartfelt affection toward me are the Mülkiye graduates who, for half a century, have dedicated themselves to the task of turning the great Turkish nation into a true nation and, together with it, have spared no personal sacrifice in building the most modern Turkish state—those distinguished colleagues who have strived, and continue to strive, to give the meanings of culture, governance, and order their most advanced scientific form.”

Mülkiye graduates never forget this duty. Wherever they are and in whatever capacity they serve, they remain devoted to fulfilling this mission with all their strength.

With its long and distinguished tradition, Mülkiye today continues to educate well-trained, highly qualified administrators and experts through its departments of Political Science and Public Administration, International Relations, Economics, Finance, Business Administration, Labor Economics and Industrial Relations, and Politics and Economics.

Our graduates—known proudly as Mülkiyeliler—serve not only in public institutions but also in leading positions in banks and private enterprises. Among them are numerous prime ministers, ministers, members of parliament, ambassadors, governors, journalists, scholars, and prominent economists.

Mülkiye, ever committed to shaping the future of our nation, continues its mission of cultivating competent administrators and specialists with the invaluable contributions of its distinguished academic and administrative staff.

We are fully aware that Mülkiye’s enduring influence in Turkish politics and public administration is rooted in its unwavering academic integrity and its steadfast commitment to the public good. For this reason, Mülkiye—through its students, alumni, and faculty—remains not only the hope of Türkiye’s past but also of its future.
